Generates an API 521 Table 1 relief scenario matrix from a list of PSVs and their protected equipment. Required columns: PSV_Tag, Equipment, Set_P_psig, MAWP_psig, Service, Equipment_Type (Vessel / Column / Drum / HX / Tank / Reactor / Compressor).
