The existing thickness of the equipment to be hot tapped shall be confirmed by ultrasonic examination, see section 11.2. 4) If “th” is equal to or greater than the measured wall thickness, the operating pressure and/or temperature of the equipment to be hot tapped shall be lowered to a point where the calculations satisfy the above criteria. 4.1.2 The pipe, tank, or vessel material in the area of the hot tap shall be free of laminations as verified by ultrasonic examination. The area to be examined shall include base metal within a distance of six inches from the hot tap nozzle attachment weld. If the hot tap nozzle is fabricated with a reinforcing pad or full encirclement sleeve, the fillet attachment weld areas shall also be inspected. 4.2 Specific restrictions and limitations for hot tapping of piping are listed below: 4.2.1 Restrictions and limitations with regard to material and the related Coastal Aruba Refining Service Class (service media, temperature, and API 570 Service Class designation) are stipulated in Table 2. The Coastal Aruba Service Class designations needed for Table 2 are listed in Table 3. 4.2.2 Restrictions and limitations on the use of split tee hot taps with regard to service operation are stipulated in Table 2 for different Coastal Aruba Service Classes and Materials. 4.2.3 Temporary hot taps: 1) Temporary hot taps should normally be removed and replaced with a suitable permanent repair at the next available maintenance opportunity, see paragraph 6.1.3.1 of API 570. 2) Split tee hot taps may be considered permanent, per the criteria in Table 2, if they are installed in accordance with the requirements of this Practice and are approved by the Owner’s Piping Engineer. 4.2.4 (*)Product flowrates in piping systems for liquids shall be between 1.3 and 4.0 ft./sec. prior to and after welding. Gas flowrates shall be a minimum of 1.3 ft./sec. and a maximum of 10 ft./sec. Hot taps may be permitted in piping systems with product flow rates outside of these ranges with the Owner’s Engineer approval and the following criteria: 1) Specific welding procedures and limitations shall be supplied, 2) Coastal Aruba Engineering Service’s review and approval of hot tapping procedure. 4.2.5 Hot taps shall not be made upstream of rotating machinery or in–line rotating instruments unless facilities exist to prevent chips and shavings from entering the equipment. 4.2.6 Piping constructed of concrete or cast iron shall not be hot tapped unless the following requirements are met: 1) Hot taps in concrete or cast iron pipe shall use a carbon steel “bolt–on” fitting that is Code designed and approved. 2) The maximum service temperature for a “bolt–on” fitting is 200°F. 3) Design of the elastomer seal to resist degradation due to temperature or product contact. 4.3 Specific restrictions and limitations for hot tapping of vessels listed below shall be followed. 4.3.1 Restrictions and limitations on the use of reinforced nozzle hot taps with regard to service operation are stipulated in Table 3 for different Coastal Aruba Refining Service Classes and Materials.
