SCOPE
- This Practice covers the management system and mandatory requirements for maintaining the IPE Engineering Practices (EPs). It covers the procedures for the addition of new EP's and revision and deletion of existing EP's.
- Any Deviation from this Practice must be approved by the procedure described in EP 1-1-3.
- A revision bar indicates all changes made to the latest revision. If the latest revision has undergone a major rewrite, then revision bars will not be used and a statement shall be made in the Scope to that regard.
- An asterisk (*) indicates that a decision, approval, or additional information is required by the Owner, Owner's Engineer, Inspection Authority, or Purchaser (per EP 1-1-1).

The latest edition of the following standards and publications are referred to herein.
STANDARDS AND PUBLICATIONS
DEFINITIONS
- Addition - Development of a new IPE Engineering Practice.
- Ballot - Request for approval of a new Practice or modifications to an existing Practice by the MOC Committee and the Section 1.0 Technical Committee member.
- Contractor - Company or business that agrees to furnish materials or perform specified services at a specified price and/or rate to the Owner.
- Deletion - Removal of an existing IPE Engineering Practice as an operative Practice.
- Deviation - Any specific change, modification, addition or deletion to specific requirements or the application and use of a IPE Engineering Practice is deemed a Deviation.
- ES (Engineering Services) - IPE engineering group or third party Contractor responsible for overall coordination of the EPs.
- ES EP Coordinator - Person within Engineering Services who is responsible for the overall development and revision of the IPE Engineering Practices. Also responsible for coordinating the review and implementation of revision requests.
- Inspection Authority - An individual appointed or approved by the Owner who is responsible for the Owner's quality assurance program and has the knowledge and training to resolve issues relating to inspection and quality.
- Modification(s) - Revision(s), addition(s), deletion(s), or reaffirmation(s) to IPE
Engineering Practices that are balloted by a EP Technical Committee member.
- Owner - IPE.
- Owner's Engineer - A IPE appointed engineer.
- Purchaser - The party placing a direct purchase order. The Purchaser is the Owner's designated representative.
- Plant EP Coordinator - Assigned person that coordinates EP's for the IPE Plant whose duties are outlined in Section 4.0 of this Practice .
- Revisions - Changes to existing IPE Engineering Practices
- Section 1.0 Committee Member - A management level Technical Committee member appointed by Plant management whose duties are outlined in Section 4.0 of this Practice.
- EP's - IPE Engineering Practices.
- EP Technical Committee - Committee consisting of 15 designated IPE representatives, one responsible for each specific EP section, whose duties are outlined in Section 4.0 of this Practice.
- EP Website - An internet website managed by Engineering Services, where current and archived revisions of the EPs and Deviations can be found. The URL of the website is TBA
MANAGEMENT SYSTEM
- EP Section 1.0 Committee Member
- The EP Section 1.0 Committee member shall manage and direct the IPE
Engineering Practices.
- Some of the duties of the Section 1.0 Committee member are:
- Appoint the Plant EP Coordinator and members to the Technical Committees.
- Maintain Section 1.0 of the EP's.
- Approve deviations per the procedure in EP 1-1-3.
- Approve the development of new EP's.
- Final approval for all additions, revisions, deletions, and reaffirmations of EP's.
- EP Technical Committee Members
- There shall be one Technical Committee member responsible for each Section of the EP's.
- EP Technical Committee shall develop new Practices or modify existing Practices.
- Some of the duties of the Technical Committee members are:
- Determine the scope of work for new and revised Practices;
- Review requests to delete or reaffirm Practices;
- Approve by balloting all additions, revisions, deletions, and reaffirmations of Practices;
- Obtain input from other knowledgeable sources and EP Technical Committees;
- Review and approve Deviations per EP 1-1-3;
- Act as the primary technical resource in the area covered by their applicable Section of the EP's and
- Draft all new and revised EP's.
- EP Coordinators
- The Engineering Services EP Coordinator shall be responsible for the overall administration of the EP's for IPE at the direction of the Section 1.0 Committee.
- The Plant EP Coordinator shall be the main contact concerning EP implementation.
- Some of the duties of the ES EP Coordinator are:
- Provide the Plant EP Coordinator with the latest revisions of all EP's in electronic format.
- Keep detailed records of all approved modifications to EP's and keep back copies of earlier revisions.
- Issue regular reports to the Section 1.0 Committee Member that details the status of all
EP's under development and a summary of all Deviations.
- Administer and track the balloting process
- Maintain the EP website
- The Plant EP Coordinator shall:
- Assure that the latest revisions of the EP's are accessible to users.
- Coordinate all Plant Deviations per EP 1-1-3.
ENGINEERING PRACTICE MODIFICATION PROCEDURES
The following procedures shall be used to modify (add, revise, delete, or reaffirm) Practices.
- To initiate the EP modification process the originator of the request (anyone) shall complete Form A for each modification. The originator shall attach any supporting documentation and a justification for the request. The originator shall forward Form A to the Plant EP Coordinator, who shall direct the request to the appropriate Technical Committee Member. Upon agreement from the Technical Committee member, the modification/revision request shall be forwarded to Engineering Services to initiate the ballot process in accordance with paragraph 5.1.4. Whenever a Deviation is approved per EP 1-1-3, the Technical Committee should consider revising the EP based on the Deviation.Form A Form A
- All Practices are assigned specific numbers by the ES EP Coordinator as catalogued in EP 1-0-1. A Practice when first drafted or revised before ballot approval is assigned the last Revision No. (new EP's are considered Revision 0) with an "A" after the number. Each subsequent draft is incremented by one letter. After final approval, the Revision number is incremented by 1.
- Changes that do not alter the technical content, in the opinion of the Technical Committee responsible for the Practice or Engineering Services, and are editorial in nature can be made by the Technical Committee or Engineering Services without balloting the changes or without changing the Revision Number.
- All new EP's and modifications to existing EP's shall be balloted by the MOC Committee at the IPE Plant. Ballots (Form B) are prepared by Engineering Services and sent to the Technical Committee member who is responsible for obtaining MOC Committee approval. Upon MOC Committee approval, the Technical Committee Member shall forward the ballot to the Section 1.0 Technical Committee Member for final approval.Form B)
- The approval becomes final when the Section 1.0 Committee approves. Once a new EP or a revision has received final approval, the EP may be used immediately.
- The Technical Committee Member shall forward the final approved ballot to Engineering Services who is responsible for updating the EP collection with the approved modifications and additions.
- Addition of a New EP
- The Technical Committee Member on their own or upon receipt of Form A from someone else, shall initiate the process for the Addition of a new EP. The Technical Committee Member shall fill in Form A and must include a justification. The Technical Committee Member shall forward Form A to the Section 1.0 Committee Member for approval.
- The Section 1.0 Committee Member shall approve or reject the development of new EPs using Form C. Once the Section 1.0 Committee Member approves development of the new EP, the appropriate Technical Committee member shall be responsible for drafting the new EP, and forwarding it to the ES EP Coordinator who will assign the new EP number. In some cases, Engineering Services may have the responsibility of drafting the new EP. Once the new EP has been drafted, the balloting procedure as described in Paragraph 5.1.4 shall be followed.
- Revision of an Existing EP
Technical Committee Members on their own or upon receipt of Form A from someone else, shall initiate the process for Revising an existing EP. The Technical Committee member shall draft changes to the existing EP and forward the changes to Engineering Services to initiate the balloting procedure as described in Paragraph 5.1.4.
- Deletion of an Existing EP
Technical Committee Members on their own or upon receipt of Form A from someone else, shall initiate the process for deleting an existing EP. The Technical Committee Member shall fill in Form A and include a justification for deleting an existing EP and shall forward the request for deletion to Engineering Services to initiate the balloting procedure described in Paragraph
5.1.4. Once a deletion is approved, the EP number shall continue to appear in the numerical index (EP 1-0-1) and be marked "Withdrawn". If the EP number is re-used, a note shall be placed in the Scope indicating that a different EP was at one time assigned this number in the past.
